No wrappers. 10 pp. A forcefully written rejection of the US government's proposal to "manage" various Native American tribes via the military, as opposed to civilian control. The representatives from the tribes in the title cite the retreat of Sitting Bull to Canada, and assert that the various Native American tribes seek to live in peace, not war. They point out that so call depredations are carried out by Native Americans and whites alike, and do not equate to hostile intent. They also cite various military and civil leaders in the government against the change. GOOD condition. Minor toning. Some wear, chipping and creasing along the spine edge.
