Single stapled newsletter, 8 ½ by 11 inches. 12 pp. The Committee of Returned Volunteers was founded in 1966, consisting of people who had formerly worked in a volunteer capacity in various service programs in Asia, Africa, Latin America and the United States. Adhering to an anti-imperialist stance, the group opposed the Vietnam War and saw racism and imperialism as inextricably linked. Many of its actions focused on anti-imperialist activities in Africa, although domestic concerns were also addressed. This issue with a front page piece declaring that the national office had been "liberated" from "its elitist leadership." This was done by a group of women with the CRV who decided to act to make the organization more democratic, as other groups failed to take the initiative. The new collective outlines its goals for conducting the group in the future, and reports on its progress. It also prints a letter from ousted leader, Gerry Schwinn. Also in this issue is a report on the Revolutionary People's Constitutional Convention, organized by the Black Panther Party in 1970. Members of various organizations representing the Black Power movement, the Chicano movement, American Indian movement, women's and gay liberation attended, gathering in various workshops that created declarations to be incorporated into a new constitution. While this convention was considered a success, the momentum built from it was stalled at a second, failed convention in Washington, DC, due to disputes over venues, interference from police, etc. The report here mentions there was no indication at the convention of how "white people" or "white radical organizations" might relate to the second planned convention, suggesting a lack of understanding of the premise of the convention.
